BIS stands for Bureau of Indian Standards.
Both are same. ISI is used until 1986 and from 1987 onwards, it is called BIS.

Average time taken for grant of licence under option 2 is generally one month and under option 1 four months from the date of receipt of complete application and its recording. It may vary for reasons like delay in response to queries raised, if any; organizing inspection(s); sample deposition and fee dues, etc. It is valid for two years from the date is issuance.
The application fee, renewal application fee and annual licence fee is ₹ 1,000 each and the visit charges are ₹ 7,000 per manday.
